The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are fought: positive announcements are released from multiple capitals. Immense energy is expended on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from across the border, a ability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly becomes sober acceptance: maybe the hostile projectile won't hit its mark this time, sparing the city from ruin and additional electricity failures.

Ongoing Risks

Not long after, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a defensive team – most likely imported technology. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.

With pauses, this carried on until dawn. Kyiv faced the early updates: several casualties, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's vital need on international aid – a dependence that European nations are evidently unprepared to substitute in the immediate future.

Failed Diplomacy

The comprehensive proposal from Washington provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.

Every new approach from American administration adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually achieve victory. This trend will, no doubt, persist.

Political Considerations

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership functions according to a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is impossible to force Russia to abandon the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, Washington does minimal to discourage Russia, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leader remains highly assured in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until situations evolve in its benefit.

Current Realities

Objectively, there are no actual prerequisites for a armistice. Now, subjective factors are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their mission will now be much harder after recent developments, it remains very improbable that this will modify their basic position.

These two forces are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
