This incident caused the partial shutdown of the CTA tunnel and the T3 parking area.

Two more people are now in custody related to a theft at London's Heathrow Airport in which 21 people sustained injuries by a substance believed to be pepper spray, according to police.

A man, 24, was taken into custody in Lambeth for suspected theft and assault and a woman, 23 was detained on suspicion of conspiring to commit a robbery. They both remain in custody, authorities confirmed.

The arrests follow a probe into an assault at the multi-storey car park at Terminal 3 on Sunday. Before the attack, two women had stolen from them their suitcases upon exiting a parking garage elevator.

A toddler aged three was among the those hurt in the event. Five people were taken to the hospital for medical care and have since been released.

Officers arrested a 31-year-old man for suspected robbery and assault near the scene. He has since been released pending further inquiries while inquiries continue.

Police were called at approximately 8:10 in the morning GMT following reports of a number of individuals hurt by an irritating chemical believed to be an irritant spray.

The attack - which authorities stated was isolated and not being treated as terrorism - resulted in delays to rail services and the partial closure of the main airport tunnel and the Terminal 3 parking facility briefly.
